Why DIV tag instead of P tag?

Why does the SaveHTML() use the DIV tag instead of the P tag? I can't seem

to find an option that forces the P tag, except using SaveHTMLEx() and CSS

(and, in this case, I don't want extensive CSS).

Am I missing something?
