Do you save it in RVF format? Protection is not stored in RTF format.

If RVF, make sure that styles are really saved and loaded.

rvfoSaveTextStyles must be included in RVFOptions.

RVFTextStylesReadMode must be equal to rvf_sInsertMerge.
