Shortcut Keys not working...

I have used succesfully Richedit and a toolbar with toolbuttons representing

rvActionsRosource.rvActionFontBold1, for example, and the shortcut property

is appropriately Ctrl+B. The button when pressed works appropriately, but

when I press ctrl+b the action does not occur. Any thoughts?
