Setting a null paragaraph

Hi,

I want to set a certain paragraph to null. This means that this special paragraph

cannot be type in(typing letters will not appear) or/and, if possible, will

move the caret to other paragraph if click upon. THis is similar to a paragraph

in Outlook express after a bullet has been inserted. The paragraph directly

below this bullet item will not be available for typing.
