RVRuler can update its state automatically only on editing operations (which

calls OnChange and can be undone/redone).

Clearing and loading are not such operations. You need to call

RVRuler1.UpdateRulerMargins after them yourself.

If you use RichViewActions, you must do it in

RVAControlPanel.OnMarginsChanged event.

Otherwise - any time when you call Format.
