On my installation, the next time you open the project (in this case ActionTestD9.bdsproj) it ends up dropping some components and uninstalling the related packages. What you need to do is say No, open the offending forms, close them, save them, close the project, enable the packages in the component->Install Components, shutdown D9, start up D9, and re-add the missing bits.
