It looks like this error does not happen if:

1) all projects are compiled without run-time packages (project options,

Packages tab, uncheck Build with run-time packages checkbox, for all

projects)

or

2) projects are compiled with packages, and vcljpg is in the list of

run-time packages (the same place, list of used run-time packages below the

checkbox)
