This is not exactly so.

This action retains current list level. I.e. if you apply the action to the

existing list having level 2, this still will be a list of level 2.

But yes, if you apply this action to the paragraphs that currently do not

have bullets/numbering, it makes them them a list of level 0.

You can change list level by actions for increasing and decreasing indents.

This action works like the corresponding command in MS Word.
