Yes, you can use PNG.

For example, with this component - http://pngdelphi.sourceforge.net/

As a demo, you can remove a dot from the line {.$DEFINE USE_PNGOBJECT} in

the actiontest demo (http://www.trichview.com/resources/actions/)

PNG semitransparency works well.
