Hotkey still a problem

Hi. I have a working project which uses TToolBar and TToolButtons with

Actions, i.e., BOLD, ITALIC., etc. THe hotkey property is appropriately set

to ctrl+B, ctrl+I, etc. The functions are appropriate, i.e., pushing thte

button BOLD causes the characters to become bold, etc. Problem remains that

Hotkeys don't trigger the action to which they should correspond. I have no

other actions/menu items that could be stealing the hotkey, as far as I

know. If I could get this to work, I would have all my problems solved. How

can I troubleshoot?
