EMF file does not have a charset property.

EMF file contains records of drawing command, including commands for

changing font properties.

These font commands will use RVStyle.TextStyles[i].Charset.

But functions for drawing Unicode text do not use Charset, they simply

ignore it, because Unicode character codes contain all language information

by themselves.
