There is a very usefull opensource library called "synapse"

http://www.ararat.cz/synapse/

The charset-encoding/decoding unit "synachar.pas" contain functions called

DecodeTriplet

DecodeBase64

CharsetConversion

We use these functions to convert unicode HTML-emails with German Umlauts to

get file witch can be parsed by the

RVHtmlImporter (an the other way round).

Maybe this can help to solve your problems.
