If you mean StyleTemplates, then yes, they include text and paragraph properties, but not bullets&numbering.
So TextStyles and ParaStyles can be managed using StyleTemplates, but ListStyles cannot.

But even if we add styletemplates for list styles, it does not make some style default.
If you want to implement default bullets and numbering, you can do it yourself. You can store your own information with RVF file using DocProperties or DocObjects properties.
