Sorry, there is no property disabling the mouse wheel processing.

In any case, user can scroll to the very top or very bottom pressing Up in

the first line or Down in the last line.

Make it high enough to show the whole content, including TopMargin and

BottomMargin.

Set rv.VSmallStep = 1 before calling Format (height of scrollable area is

divisible by the value of this property)
